Federal Emergency Management Agency (FEMA)
On May 7, 2026, the Federal Emergency Management Agency (FEMA) Review Council issued its Final Report and is especially important for Tribal Nations because it directly addresses how federal disaster preparedness, response, recovery, and mitigation programs may be restructured in the years ahead. The report emphasizes a greater role for state, local, territorial, and tribal governments in managing disasters, which could significantly affect Tribal sovereignty, access to federal funding, emergency management authority, and long-term resilience planning. The report is highly significant for the tribal gaming industry, which serves as a hub for hundreds of thousands of guests and employees. Disruptions caused by wildfires, floods, power outages, cyber incidents, or other emergencies can have immediate and long-lasting economic impacts on the tribal gaming industry. As FEMA considers reforms to disaster assistance and resilience programs, Tribal Nations with gaming operations have a strong interest in ensuring that emergency management policies recognize the unique role tribal enterprises play in sustaining tribal economies and supporting community recovery efforts.
